I would actually recommend OUT as a base then add QTP3 if you like a texture from there more, but I might actually try a full playthrough with OUT myself, having used nothing but QTP3 as a modding base for years.

There are a number of excellent mods out there - I use a combination of Fundament and Realistic Leveling, but those are just two of many. Some are very simple, others very configurable.
