WebI can't speak to an actual fix, but this happened to me after Blackwall's companion queston PC. I found that I had the same problem if I had a backlog of people to be judged (the work just keeps piling up...). It worked fine when I reloaded a save and made sure everyone else was judged before I finished that quest.
